Benefits
The US Route 11 sidewalk will improve pedestrian safety to those who travel on foot along Route 11 as well as allow for a stream crossing due to culvert improvements.
Public Outreach
This project will construct a five-foot wide sidewalk along the west side of Route 11 (North Valley Pike). The sidewalk will extend from Mount Clinton Pike to Jewell Street just north of the City of Harrisonburg. Some portions of the sidewalk will have curb and gutter and others will have shoulders and ditches.
An existing culvert will be lengthened as part of a separate project. The sidewalk will tie into the proposed culvert and cross on the southbound side of Route 11.
The project is 1.05 miles long.
In 2018 Route 11 had an average daily traffic count of 9,538 vehicles per day. By the design year of 2045 the estimated average daily traffic volume is 17,480 vehicles per day.
The total estimated cost for this project is $3 million, including $320,000 for preliminary engineering, $1.1 million for right of way and $1.6 million for construction.
Project plan approval is anticipated for late 2022 with right of way work beginning in mid-2023. Construction is scheduled for mid-2024.
Smart Scale funding of $3,037,558 was awarded to this project in 2019.
SMART Scale stands for System for the Management and Allocation of Resources for Transportation. It is a prioritization process that evaluates each project’s merits using key factors, including: improvements to safety, congestion reduction, accessibility, land use, economic development and the environment.
